The operating problem

Teams repeatedly transcribe identity documents into service portals, creating queues, inconsistent data entry, and avoidable handling of sensitive information.

Conditions the system must survive03 operating constraints
01

Identity documents vary by jurisdiction, language, and capture quality

02

Public-sector decisions require accessibility, auditability, and explicit human authority

03

Sensitive personal data demands strict retention and access boundaries

02 / How we approached it

From operating uncertainty to testable evidence.

The work was decomposed into four engineering decisions. Each one produced an artifact the customer could inspect, test, and carry into deployment.

01Frame

Classify approved identity document types

Evidence produced

Document and field taxonomy across supported identity journeys

02Evaluate

Extract fields with per-field confidence

Evidence produced

Capture-quality and extraction benchmark by document type

03Engineer

Cross-check evidence and route exceptions

Evidence produced

Caseworker correction and confidence-calibration study

04Operationalize

Prepare—not autonomously approve—validated applications

Evidence produced

Case-management integration with complete audit events

03 / Deployment record

Deployed around the workflow—not beside it.

The system boundary includes where inference runs, how evidence reaches existing tools, and how people handle uncertainty after launch.

01
Topology

Private, residency-aligned document services behind government identity and network controls.

02
Integration

Capture channels, document stores, identity registries, and case-management systems exchange scoped evidence and status.

03
Operation

Confidence-based routing preserves caseworker review; model, rule, and reviewer actions remain versioned and auditable.

04 / Evaluation metrics

What must be measured before the system earns trust.

Evaluation covers model behavior, workflow burden, and production performance. The metric defines the gate; the customer baseline and acceptance threshold define the target.

01Evaluation gate

Field-level F1

How it is measured

Precision and recall by document, field, language, and capture quality.

What it decides

Sets which fields can be prefilled and which require confirmation.

02Evaluation gate

Document classification accuracy

How it is measured

Correct document type and processing route.

What it decides

Controls routing safety and exception handling.

03Evaluation gate

Case preparation time

How it is measured

Median time from submission to review-ready evidence.

What it decides

Measures service-efficiency improvement.

04Evaluation gate

Audit trace completeness

How it is measured

Cases with source, extraction, correction, access, and disposition history.

What it decides

Determines public-sector governance readiness.

05 / Customer perspective

Value has to appear in the customer’s operating day.

What matters in practice

Automation should remove transcription and reconciliation work while showing every source, confidence, and correction to the caseworker.

01Observable value signalShorter administrative intake
02Observable value signalLess repetitive data entry
03Observable value signalExplicit exception handling
04Observable value signalAuditable human approval
06 / Technology context

Tools follow the system—not the other way around.

Final architecture depends on data quality, operating conditions, integrations, risk, and evaluation criteria established during discovery.
